Mr. Dan Hershey is founder, President and CEO of Hershey Engineering, Inc., a civil engineering consulting firm specializing in water and wastewater engineering. Prior to forming Hershey Engineering, Mr. Hershey spent 14 years in private consulting practice and six years in government with the City of Lancaster. He assists municipalities by providing engineering plans and specifications, feasibility studies, annual budgets, capital improvement plans, inter-municipal agreements, rules and regulations, tapping fee calculations, permit applications and construction administration.
His experience as a designer and project manager for both public and private clients includes water and wastewater treatment, conveyance, and permitting; water management and conservation plan development; drainage, sewer, and stormwater management; hydrology and hydraulic studies; E&S control; technical specifications writing and construction administration.

City of Lancaster Bureau of Engineering, Utility Engineer

Spent six years as a Utility Engineer with City of Lancaster Engineering Bureau providing engineering services for the City’s water and wastewater systems. The water system has approximately 43,000 service accounts and over 450 miles of pipe serving 110,000 persons in the Lancaster area. The system has two surface water treatment plants; one on the Conestoga River and one on the Susquehanna River, each producing approximately 10 million gallons per day (MGD). The sewer system is a combined sewer system with a discharge to the Conestoga River. The treatment plant has a rated capacity of over 29 MGD.

Served as Project Manager responsible for the design of 2,200 linear feet of 24″ ductile iron cement-lined water transmission main for the City of Lancaster.

Served as Project Manager responsible for design, permitting, construction documents, bidding, and construction administration of the interior and exterior cleaning and painting of a 1-mgal steel standpipe.
Newport Road Water Treatment Plant Softener Replacement
Leola Sewer Authority, Lancaster County, Pa.
Served as Project Manager responsible for the design of replacement softeners at the water treatment plant. New softeners were each rated for 130 gpm and were 48″-diameter by 72″-tall fiberglass tanks. Services included construction plans, specifications, and public bidding.
Hydraulic Modeling of Water Transmission System
Confidential Gas Client, West Virginia
Senior engineer for the creation of a hydraulic model in WaterGems of a water system to support hydraulic fracturing in West Virginia. The primary source of water is from the Ohio River and the system includes over 65 miles of buried and surface piping. Sizes range from 12″ to 24″ and materials include HDPE and coated carbon steel. System capacity is 3,360 gpm (5 MGD) and pressures range from 5 psi to 450 psi. Utilized the model to analyze several pumping and piping scenarios.
Water Treatment Facility Design
Confidential Natural Gas Client, Niobrara Shale, Wyoming
Served as Design Engineer on the third-largest produced water treatment plant (1 MGD) in the world as of 2014. Used reverse osmosis to produce a water quality acceptable to augment a drinking water reservoir. The state-of-the-art water treatment facility included a series of pretreatment technologies including oil and water separation, filtration, and weak acid cation exchange prior to final treatment through a multistage reverse osmosis process. Services included preparation of plans and specifications for site design and treatment process.
Denver 2015 Plant Improvements Acid Wash System

Responsible for design of new concrete acid wash and sand blast system for concrete panels. Included sizing of air system for sand blasting, process diagram of acid wash system, equipment selection, construction drawings and technical specifications.
